The expansive 38.10 acres park lies in the heart of Scheme 24 which was notified under Article 45 of KDA Order 1957 (President Order No. 5 of 1957). The layout plan was formulated vide drawing No. 24/126 on 16-08-1968.
Shehri-CBE filed suit no. 131/2013 in Sindh High Court against Karachi Municipal Corporation and others for violating the original layout plan of the park. The case has been ongoing since 2013. The last case hearing on 16-10-2015, marked for order, was adjourned.
According the Master Plan of KDA, park is defined as an amenity space and it cannot be used for any other purposes. The Layout of Shaheed Aziz Bhatti Park specifies land within the 38.10 acres reserved for recreation, band stand, boating house, rose garden, flower garden, horticulture office, children area, restaurant, lawns, and parking area, none of which has been followed to the truth.
Currently the park exhibits Sofitina Banquet, a commercial enterprise, and poorly maintained lawns. Fountains and pools are neither operational nor maintained. The security situation is extremely poor as drug addicts roam freely because of broken gates. Drains surrounding the park are also uncovered and filled with trash, posing not just a health risk for passersby but also a safety threat. Instead of a family park, the area portrays an unfriendly and hazardous state. Even the encroachers are utilizing the open area as parking space for commercial vehicles.
Sindh Government needs to protect Karachi’s amenity spaces from encroachers and criminal elements to protect the interest of the citizens.
